The Australian Nursing and Midwifery Education Centre (ANMEC) has a range of funding options to make our courses accessible.

VET Student Loans

The Australian Nursing and Midwifery Education Centre (ANMEC) is an approved VET Student Loans provider.

What is a VET Student Loan?
The VET Student Loans program is an Australian Government loan program that helps eligible students enrolled in approved courses at ANMEC pay their tuition fees. A VET Student Loan (VSL) helps students to cover tuition fees for vocational education and training (VET) courses, when studying at VET Student Loans approved course provider.

The VSL Program is only available for approved courses at the Diploma level and above. This financial support helps students undertake higher level training in courses that address workplace and industry needs, creating better opportunity for employment. If you are an eligible student, the Department of Employment and Workplace Relations may approve your VET Student Loan for an approved course. The department will pay your loan directly to ANMEC.

Loan Caps

There is a limit to how much you can borrow, called the ‘loan cap’. The loan cap amount is different depending on the course you study. Some providers may offer courses that cost more than the loan cap.

You will be responsible for any gap amount in the tuition fees, which are not covered by the loan. You will owe a debt to the Australian Government for the loan, which will be managed by the Australian Taxation Office (ATO). ANMEC Loan caps for specific courses are detailed on the course flyer.

Loan fees

Non-State Government subsidised students will be charged a 20% loan fee. The loan fee is added to the student loan but is not included within the student’s lifetime FEE-HELP limit.

Student eligibility requirements

The VET Student Loans Information Booklet provides key information students applying for a VET Student Loan need to know. 

The topics cover eligibility, applying for and managing your loan, as well as your rights and obligations. Please read this booklet before applying for a VET student Loan.

Students are eligible for a VET Student Loan if they:
  • Are enrolled in a VET Student Loans approved course offered by a VET Student loans provider and have enrolled in accordance with the application requirements
  • Meet citizenship / residency requirements
    • An Australian citizen (if you are born on or after 20 August 1986 you will be required to supply additional evidence if you are using your birth certificate as evidence); OR
    • The holder of a permanent humanitarian visa who is usually resident in Australia; OR
    • A New Zealand Special Category Visa (SCV) holder who meets the long term residency requirements.
 *A qualifying New Zealand citizen is a New Zealand citizen who meets all of the following: 
  • holds a special visa category, such as the New Zealand Special Category Visa (SCV); 
  • has been usually resident in Australia for at least 10 years; 
  • was a dependent child when he or she was first usually resident in Australia;
  • has been in Australia for periods totalling 8 years during the previous 10 years; and has been in Australia for periods totalling 18 months during the previous 2 years.
  • Have an available HELP balance of more than $0 (this is, have sufficient HELP balance remaining) Note: Any VET Student Loan debt incurred prior to 1 July 2019 was referred to as your Higher Education Loan Program (HELP) Debt, continues to be part of that existing accumulated HELP Debt account
  • You are studying the approved course primarily at a campus in Australia
  • You have been assessed by your approved course provider as academically suited to undertake the approved course on the basis of either:
    • providing your Australian Year 12 Certificate or
    • providing your International Baccalaureate Diploma Programme (IB) diploma or
    • providing a copy of a certificate showing you have been awarded a qualification at level 4 or above in the Australian Qualifications Framework (where the language of instruction was English) or at a level
    • in a framework that preceded the AQF and is equivalent to level 4 or above in the AQF or
    • displaying competence at Exit Level 3 in the Australian Core Skills Framework in both reading and numeracy through an approved Language, Literacy and Numeracy test. 
  • You meet the Tax File Number (TFN) requirements – you must be able to provide one or provide a certificate of application for a TFN.
  • You have a Unique Student Identifier (USI) or are otherwise exempt.
  • You have given the required documents to your approved course provider and submitted the loan application form by the first census day no less than two business days after enrolling.
 

Student that do not meet any of these requirements, will not be eligible to apply for a Commonwealth VET Student loan.

To meet the eligibility criteria to access a VET student loan, you will need to supply information to your provider to prove you meet the eligibility criteria.

How to apply for a VET Student Loan
ANMEC staff will provide information to ensure that students seeking to apply for a VET student loan understand and are aware of their obligations under the VET Student Loans program. Students are provided with documentation to assist them in understanding the eligibility requirements and the loan process. Please see link to VET Student Loans Procedure.


ANMEC aims to ensure the information provided to students is consistent with the VET Student Loans Act 2016 (the Act) and the VET Student Loans Rules 2016 (the Rules), note: if there are any inconsistencies between the Act and the Rules or this information, the Act and Rules take precedence.

Loan Application Form - Electronic Commonwealth Assistance Form (eCAF)

If you have met the VET Student Loans requirements, ANMEC will advise the Department of Employment & Workplace Relations of your enrolment. The Department of Employment & Workplace Relations will send a passkey to the students nominated email with details on how to apply and complete eCAF loan form.  Once you submit your eCAF, you will receive an email confirming your loan approval and providing you with a copy of your completed form. You will need to provide the email confirmation and form to ANMEC at [email protected] for processing.

Ensuring that you have submitted your eCAF documentation to ANMEC for processing prior to course commencement and/or first census date (as described below) is the student’s responsibility. Failure to submit your eCAF will result in your loan not being activated and your tuition fees not being covered by VET Student Loans.


Students under the age of 18
If you are under 18 years of age, a parent or guardian must complete and sign a parental consent form. The completed parental consent form must be given to your training provider before you can be issued with an eCAF application form. The parental consent form is not necessary if you have been assessed by Centrelink as meeting the requirements for receiving the independent rate of Youth Allowance under part 2.11 of the Social Security Act 1991. You will need to provide evidence of this assessment in the form of your Centrelink Income Statement, which you can request by logging into myGov and selecting your Centrelink online account.

Tuitions Fees

Tuition Fees are specific to each course. Students will be provided with a fee schedule during the application process and will be provided with fee information specific to your application into the relevant qualification. Fee information is available on the course information page.

What is a census date?

The census date is very important for you to know!
The census date is the last date which students can apply for a VET Student Loan for your course. The census date is also the last date which students can withdraw from the course without incurring a debt for the course of part of the course. A student’s census date is calculated as their nominated start date plus 20% of the course duration.  

ANMEC will provide a fee schedule to all enrolling students with Census Dates so students can be aware of their Census Dates and will publish them below as required by law.

Commonwealth Assistance Notice (CAN)

You will be sent a VET Student Loans Fee Notice 14 days before each census day, indicating your fees and census dates. Your debt is incurred the day after your census day and you will be issued with a Commonwealth Assistance Notice (CAN) within 28 days of the census date via email indicating the debt incurred. The CAN will include details of the units of study covered by VET Student Loan.

If you believe that the information in your CAN is incorrect, you must, within 14 days of the CAN issue, submit a CAN review request by emailing [email protected]. You should include evidence showing why you think your CAN is incorrect.

If upon review it is determined that the original CAN was incorrect, your CAN will be corrected and re-issued.

Continuing to access your VET Student Loan

To continue accessing a VET Student Loan, you will have to confirm your continued engagement and participation in your course by completing the Progression Form. An email with login details to the eCAF system will be sent to you requesting that you indicate your study intent and complete a short survey. 

Depending on the duration of your course and the length of time you take to complete the VET course, you may be requested to complete this form multiple times during the length of your course. If you do not complete the form and survey, you may be ineligible to continue accessing VET Student Loans to pay for the remainder of your course tuition fees.

Withdrawal from a Course

If you are an eligible student studying with ANMEC and withdraw before the first census date you will receive a refund of any tuition fees (except any non-refundable up-front payments) you have paid and will not incur a VET Student Loan debt.

If you are an eligible student studying with ANMEC and withdraw after the census date you will incur a debt for the census dates you have already passed, unless the debt is remitted under special circumstances. If special circumstances apply, you will need to apply for a refund/recredit. Please refer to our policies page for further information.

Subsidised Training

The Australian Nursing and Midwifery Education Centre (ANMEC) is an approved Subsidised Training Provider.

Subsidised Training is a South Australian State Government initiative which will offer eligible students subsidised training in the following courses offered by ANMEC. 

Managed by the Department for Education, Subsidised Training is a Government of South Australia initiative designed to increase Vocational Education and Training (VET) in South Australia and ensure South Australians are well trained and ready for their future careers. 

Subsidies are available to eligible participants for approved programs significantly reduce the cost of training for students. Along with the financial benefit of subsidy comes the responsibility to ensure you can commit to training, make the most out of your study opportunity and can successfully complete your enrolled qualification.
